Filing bug reports and submitting patches

What is the procedure for submitting actual bug reports and patches to the SVN tree? Posting to the forum (http://www.bci2000.org/phpbb/viewtopic.php?f=1&t=2420&p=7093#p7093) doesn't seem to have any effect.

BCI2000's primary developer has been "away from project" for about 6 months now. He should be back in a few weeks. I expect things will develop much more quickly then.
