Hi Rabir,
the BBS (phpbb) account is different from the kind of account you need to download BCI2000. You will get a download account from us once your organization has agreed to the BCI2000 license/Material Transfer Agreement.
The agreement can be viewed at
http://www.bci2000.org/MTA/MTA
and the agreement form may be completed online at
http://www.bci2000.org/MTA/MTAform
If you need more details, please contact Dr. Gerwin Schalk (schalk@wadsworth.org).
Best regards,
Juergen

As of Feb 2011, BCI2000 is available under the GNU General Public License (GPL).
Agreeing to the terms of the GPL can now be done online, under http://www.bci2000.org/GPL.
The account creation process is now fully automated, so you don't have to wait for manual account creation any more.
