Eli,
you will need to install Borland's C++ Builder Version 6 or Version 2007 in order to build BCI2000 from its source code.
Once C++ Builder has been installed, double-click the file BCI2000/src/BCI2000.bpg in order to load all BCI2000 sub-projects into the Borland IDE. If the .bpg extension is not associated with the Borland IDE, then start the IDE from the Start menu, and open BCI2000.bpg using the IDE's File->Open menu entry.
Once BCI2000.bpg has been opened by the IDE, you will see a list of projects with their associated source files. Double-click source files from there to open them in the IDE's editor window.
