I too have had the problem of not being able to download BCI2000 through the link given on the webpage (http://bci2000.org/downloads/bin/BCI2000Setup.exe); however, after much clicking about and frustration, I have found a solution.
Click on Create a User Account
Click on "Agree to GPL Now" (this step/how to actually agree to the GPL other than in one's own conscience was unfortunately not described anywhere)
Check the box to agree:
Then add details about your affiliation on the next screen if you wish and click the "continue" button at the bottom. Now if you go back to the link given on the Downloads page on the Schalk Lab website (http://bci2000.org/downloads/bin/BCI2000Setup.exe) and click on it, your download should start.
